Three days of study visits from the Unicops project in Lodz

The visits took place in 艁贸d藕, Poland, at the University of 艁贸d藕, including the Rector's Office, the Faculty of International and Political Studies, Faculty of Chemistry, Faculty of Economics and Sociology, the Faculty of Biology and Environmental Protection.

PURPOSE OF THE INSPECTION VISITS

  • Assessment of preparedness and resilience of higher education institutions for potential CBRNE threats, including compliance with national and international standards, and review of crisis management protocols.
  • Identification of strengths and weaknesses in security systems, focusing on building structure, location and skills of security services, CCTV quality, and behavior of students and personnel.
  • Verification of security procedures and staff training related to detection, prevention, and emergency response to CBRNE incidents, as well as inspection visits regarding institutional preparation.
  • Detection of vulnerabilities and sharing of good practices, supporting tailored risk mitigation strategies and improvement of CBRNE-related security culture and infrastructure.

 

The visits consist of the following stages:

  1. Pre-Inspection Preparation
  • Document Review: Analyze existing emergency plans, safety protocols, laboratory safety , radiation source registries.
  • Stakeholder Coordination: Engage with campus safety officers, laboratory managers, facility managers, and university leadership.
  • Risk Mapping: Identify potential CBRNE hazard zones such as chemical labs, radiological labs, storage areas, kitchens/cafeterias, HVAC systems, and public gathering areas.
  1. On-Site Evaluation
  • Interviewing the employees responsible for the management and security of the facility.
  • Checking for vulnerable areas: identifying any areas within the facilities that may be vulnerable to terrorist threats and recommending security enhancements or measures to mitigate these risks.
  • Explosives and Improvised Devices (IED) Vulnerability Scan
  1. Emergency Preparedness and Training Evaluation
  • Evaluating emergency response plans: examining the facilities emergency response procedures for terrorist incidents, including evacuation protocols, communication systems, and coordination with local authorities and law enforcement agencies.
  • Review of Crisis Response Plans
  • Staff and Student Training
  • Medical and Decontamination Capabilities

4. Reporting and Recommendations

  • Gap Analysis: Highlight deficiencies, non-compliance, or critical vulnerabilities.
  • Risk-Based Recommendations: Propose corrective actions prioritized by risk level and feasibility.
